The Councils have prepared a Draft Delivery Agreement for the Joint Blaenau Gwent and Torfaen Local Development Plan. The Delivery Agreement is an important part of the Joint LDP preparation process. It indicates how and when the Councils will provide opportunities for consultees and the local community to be involved in the process.
The Joint LDP Draft Delivery Agreement(opens in new tab) and an Executive Summary(opens in new tab) is available for public consultation for a period of 6 weeks from Friday 24th July until 11:59pm Friday 4th September 2026.
A paper copy of the Draft Delivery Agreement and the English and Welsh Executive Summaries can also be viewed at the following ‘deposit’ locations:
- Civic Centre, Pontypool
- General Offices, Ebbw Vale
- All local libraries in Blaenau Gwent and Torfaen

The Councils will consider all comments received on the draft Delivery Agreement before seeking the Welsh Government’s agreement to it.
